These types of problems can be caused by several things. Some sites are difficult to access because of the amount of traffic they have. These are generally busiest in the afternoon and early evening hours during the week. Busy sites are easiest to access either early in the morning or on weekends.

If you've tried a link a number of different times and are still getting an error, then the link is no longer valid. Occationally information is moved or deleted. When this happens you will get an error when you try to access the old link.
